
Islamabad: The Pakistan Telecommunication Authority (PTA) has officially opened applications for Mobile Virtual Network Operator (MVNO) licenses following the Federal Cabinet’s approval of the MVNO Policy Framework.

This move aims to boost competition, innovation, and service diversity in Pakistan’s telecom sector without requiring new spectrum ownership.
Lower Entry Barriers for New Players
The licensing process significantly reduces financial hurdles compared to earlier proposals. The initial license fee is set at USD 140,000, payable upfront, making it accessible for smaller entities and brands.
15-Year License Tenure
Successful applicants will receive licenses valid for 15 years, providing long-term regulatory certainty.
MVNOs can offer mobile services under their own brands through commercial agreements with existing licensed Mobile Network Operators (MNOs) such as Jazz, Telenor, Zong, and Ufone.
MVNOs do not hold frequency spectrum but will leverage MNO infrastructure to deliver voice, data, and next-generation services nationwide, excluding Azad Jammu & Kashmir and Gilgit-Baltistan in some scopes. This model allows focus on customer-centric offerings, niche segments, and innovative pricing.
Industry experts anticipate greater consumer choice, potentially lower tariffs, and tailored services for youth, enterprises, or underserved areas. Existing players like ONIC (by Ufone) and ROX (by Jazz) demonstrate early digital-first models with app-based experiences and doorstep delivery.

Applications are now open. Interested entities must submit required documents per the checklist and template. This development is expected to expand the telecom ecosystem, drive digital inclusion, and stimulate economic activity through enhanced connectivity.
