Pakistan Customs and Pakistan Single Window (PSW) Advance Digital Trade Verification Through ValidAP Integration with Hong Kong Customs

Pakistan has taken another step towards trusted digital trade with the operationalization of Pakistan Single Window’s (PSW) integration with ValidAP, a blockchain-based digital document verification platform developed and hosted by the Customs and Excise Department of Hong Kong, China.

The integration became operational on September 25, 2026, enabling electronic trade documents issued through PSW to be independently verified for authenticity and integrity using cryptographic technology.

PSW Integrates With Hong Kong Customs’ ValidAP

The integration connects Pakistan’s digital trade infrastructure with ValidAP, a platform developed and hosted by the Customs and Excise Department of Hong Kong.

Through the system, electronic trade documents issued through PSW can be verified without requiring the underlying document or its sensitive information to be transmitted to or stored on the verification platform.

This approach allows authorities to confirm the authenticity and integrity of electronic documents while maintaining the confidentiality of trade-related information.

ValidAP Uses Blockchain-Based Verification

ValidAP uses cryptographic technology to generate a unique digital fingerprint, known as a “hash”, for an electronic trade document.

The digital fingerprint allows authorities to verify whether a document is genuine and whether its contents have been altered.

Importantly, the document itself and its sensitive information do not need to be transmitted to or stored on the verification platform for this verification process.

The mechanism provides a digital method for establishing trust in electronic trade documents while limiting the exposure of underlying information.

Pakistan Becomes First Country To Join ValidAP

Pakistan Customs’ participation in ValidAP follows the signing of a Memorandum of Understanding (MoU) between Pakistan Customs and the Customs and Excise Department of Hong Kong on May 18, 2026.

The agreement formalized Pakistan Customs’ participation in the ValidAP platform.

Pakistan is the first country to join the platform, while the September 25 operationalization represents the country’s first implementation of ValidAP-based digital document verification.

Digital Verification Could Reduce Paper-Based Processes

The integration represents another step towards a digital trade environment in which documents can be issued electronically, verified digitally and trusted across borders.

Digital verification can help reduce reliance on paper-based document authentication and support faster processing of international trade documentation.

For customs authorities and businesses involved in cross-border trade, electronic verification can provide a mechanism for establishing document authenticity without requiring physical paperwork to move between different parties.

Data Security Remains Central To Digital Trade

The ValidAP integration also places emphasis on the security and confidentiality of trade information.

Because verification can be conducted using the cryptographic fingerprint of a document rather than transmitting the underlying document itself, sensitive trade information does not need to be stored on the verification platform.

This provides a digital mechanism for verifying documents while limiting the sharing of commercially sensitive information.

Pakistan Strengthens Cross-Border Digital Trade Infrastructure

Pakistan’s participation in ValidAP connects its digital trade infrastructure with an emerging regional approach to trusted electronic document verification.

The initiative demonstrates how cooperation between customs administrations and digital trade platforms can support practical mechanisms for building trust in cross-border transactions.

The operationalization of the integration is expected to contribute to Pakistan’s broader transition towards electronic trade documentation and digitally enabled customs processes.
